Has the European Union's migration system become globalized?
Le système migratoire de l’Union européenne s’est-il mondialisé ?

The principle on which the European Union was founded, long before it adopted this name with the Maastricht Treaty, is that of creating a common migratory area. Even if this objective is only achieved with maximum intensity within the framework of the member countries of the Schengen area, it is indeed all the countries of the European Union that belong to a regional organization that has harmonized many of its regulations to create a regional unity. However, at the same time as European construction was progressing, the world was undergoing a process of globalization. Consequently, one may wonder whether, on the one hand, European unification and, on the other hand, globalization have not resulted in a globalized migratory system for the European Union, i.e., not only migratory exchanges with the whole world, but also a homogeneity of these exchanges in the various member countries of the Union. Various elements lead to a positive response to this question, but it must nevertheless be strongly qualified.
Le principe sur lequel s’est fondée l’Union européenne, bien avant qu’elle adopte cette dénomination avec le traité de Maastricht, est celui de la création d’un espace migratoire commun. Même si cet objectif n’est atteint avec un maximum d’intensité que dans le cadre des pays membres de l’espace Schengen, c’est bien l’ensemble des pays de l’Union européenne qui appartient à une organisation régionale ayant harmonisé nombre de ses réglementations, pour créer une unité régionale. Or, dans le même temps où progressait la construction européenne, le monde connaissait un processus de globalisation. En conséquence, on peut se demander si, d’une part, l’unification européenne et, d’autre part, la globalisation planétaire, n’ont pas pour effet un système migratoire mondialisé pour l’Union européenne, c’est-à-dire non seulement des échanges migratoires avec l’ensemble du monde mais une homogénéité de ces échanges dans les différents pays membres de l’Union. Différents éléments conduisent à répondre positivement à ce questionnement, mais il doit néanmoins être fortement nuancé.
