Abstract
В статье на обширном историческом и географическом материале исследуются геополитические последствия этнического многообразия внутри государств. Существование миноритарных человеческих групп (меньшинств) внутри государств – неотъемлемая черта истории и географии. Изучение этих «человеческих групп» требует их предварительного определения. В статье предлагается следующее определение: «человеческая группа – это совокупность индивидов, длительное время проживающих на данной территории и имеющих устойчивые общие признаки, этнические, культурные, религиозные, языковые или исторические, которые формируют ее идентичность и коллективные ценности, отличающие ее от остальной части населения». При наличии таких групп внутри государства власти могут использовать два геополитических подхода. Первый заключается в остракизме по отношению к меньшинству. Второй подход состоит во внедрении различных способов инклюзии и интеграции, коррелирующих с логикой примирения и согласия.
Geopolitical consequences of ethnic variety within the states are investigated in this article basing on extensive historical and geographical material. Existence of minority human groups (minorities) within the states is an integral feature of history and geography. Study of these «human groups» demands their preliminary definition. In this article the following definition is offered: «the human group is a community of individuals, dwelling in certain territory for a long time and having steady common features – ethnic, cultural, religious, language or historical which form its identity and collective values distinguishing it from the rest of the population». When such groups are present in the state, the authorities may use two geopolitical approaches. The first consists in ostracism in relation to minority. The second approach consists in the introduction of various ways of an inclusion and integration that correlate with the logic of reconciliation and consent.
Les conséquences géopolitiques de la diversité ethnique au sein des États sont analysées dans cet article en se basant sur de nombreux documents historiques et géographiques. Les autorités peuvent utiliser deux approches géopolitiques. Le premier consiste en l'ostracisme par rapport à la minorité. La seconde approche consiste à introduire diverses manières d’inclusion et d’intégration qui sont en corrélation avec la logique de la réconciliation et du consentement.
