Géopolitique et diversité des ethnies

Abstract : Geopolitical consequences of ethnic variety within the states are investigated in this article basing on extensive historical and geographical material. Existence of minority human groups (minorities) within the states is an integral feature of history and geography. Study of these «human groups» demands their preliminary definition. In this article the following definition is offered: «the human group is a community of individuals, dwelling in certain territory for a long time and having steady common features – ethnic, cultural, religious, language or historical which form its identity and collective values distinguishing it from the rest of the population». When such groups are present in the state, the authorities may use two geopolitical approaches. The first consists in ostracism in relation to minority. The second approach consists in the introduction of various ways of an inclusion and integration that correlate with the logic of reconciliation and consent.
