Conflit environnemental et identité territoriale
Résumé
Somewhere in Haut-Bugey region, between Ain and Jura, an oil and gas drilling in 1989 lead to a water source pollution. Twenty five years later, the government overrules a request for an extension of a permit for hydrocarbon exploration on these same territories. The main reason of this decision is based on the conviction of territorial vulnerability. As a consequence, vulnerability is now largely admitted. However the recognition of this vulnerability has been the result of tough negotiations between policy makers and populations concerned. It was the reason of a socio technical ongoing conflict whose backgrounds are about legitimate qualification of knowledge, experience and knowledge on the risks of drilling of these typical karsts environments in the region. How their existence, relevance and finally their recognition were been negotiated to establish vulnerability of these territories? Based on an investigation on the site of the protest, this paper traces the history of the publicizing of solutions and problems through the confrontation between stakeholders taken into controversy, debate and the conflict. Eventually, it experiences the observation often made elsewhere that conflict is also a privileged way for the formation of a collective intelligence and for a risk public expertise, that conflict is sometimes the only means to lead to a real participation for people concerned
Dans le Haut-Bugey, aux frontières de l’Ain et du Jura, un forage pétro-gazier donnait lieu en 1989 à la pollution d’une source d’eau. Vingt-cinq ans plus tard, l’administration rejette la demande de prolongation d’un permis d’exploration au même endroit. La raison invoquée est la vulnérabilité désormais admise de ces territoires. Sa reconnaissance aura cependant fait l’objet d’âpres négociations entre décideurs et publics concernés. Elle est le motif d’un conflit dont les soubassements sont la qualification légitime des savoirs, expériences et connaissances sur les risques auxquels renvoie le forage de ces sous-sols karstiques dont les réseaux hydrographiques complexes comportent de nombreuses cavités, pertes et résurgences. Comment se négocie leur existence, leur pertinence et par conséquent leur reconnaissance afin de fonder la vulnérabilité de ces territoires ? Partant d’une enquête menée sur le terrain de la contestation, cet article retrace l'histoire de la publicisation des solutions comme des problèmes au travers de la confrontation des parties prenantes prises dans le conflit. Ultimement, elle éprouve le constat souvent fait ailleurs que ce dernier est une voie privilégiée pour la formation d'une intelligence collective des risques et de leur expertise, que le conflit est parfois le seul moyen d’une participation réelle des publics concernés
