Structurer le territoire métropolitain par l'action

Abstract : This text aims to explain how territorial actions structure the metropolitan area of Lyon. The Lyon area is fully accepted as a functional urban region; for instance, it covers the employment area or integrates most of the commute to the central core. However it is still not widely identified as a pertinent project scale. Based on the original analysis of seven metropolitan projects, we offer to show how stakeholders try to build this territory. Our investigation indicates that only a small amount of actors, on a metropolitan scale, are involved. All the territorial actions are due to the same institution and people. They have two kinds of speech to legitimate the metropolitan scale as valid for territorial action. Stakeholders seek to produce metropolitan dynamics through action in various fields such as culture, sport or tourism.
