L'ingénierie publique périurbaine dans la tourmente : la réponse des professionnels de l’assainissement

Abstract : Paradoxically, while the number of regulations and technical standards increasing, the French State’s local services withdraw from territories. In this context, the weakness of the territorial engineering is a source of concern in suburban areas. Indeed, the principal issue is the complexity of public policy implementation related to the numbers of public or private actors. Through the analysis of individual waster water treatments policy, this article highlights that professionnals respond quickly et effectively when difficulties arise. The analysis of to local authorities and the monitoring of individual waste water treatments, located in suburban areas in southern France (Ardèche, Var) shows that their employees organize the territorial complexity for their own beneficit. Then, new professionnals practices are created in suburban areas and widely disseminated by professionnal networks.
