Conventional or alternative development? Varying meanings and purposes of territorial rural development as a strategy for the Global South

This paper discusses the increasing interest in the territorial dimension of rural development in the Global South. Adapting the local development approach of the 1970s to the changing context of globalization and to the competitiveness discourse, mainstream development agencies and scholars currently see territorial development (TD) as an attractive model for the integration of rural regions into globalization dynamics. However, territory serves not only conventional mainstream ideologies, but also post-development thinking. It is shown that territory has turned out to be a crucial element for social movements in the defense of alternative visions of modernity and in the constitution of life worlds outside the conventional development path. The analysis of the meaning development actors give the term territory and the focus on the purposes for which it is mobilized allows a variety of possible development paths for the rural South to be identified, thus going beyond the prevailing modernist vision.
Cet article traite de l'intérêt croissant dans la dimension territoriale du développement rural dans les Suds. Le concept du développement territorial puise ses origines dans celui du développement d'en bas des années 1970. Adapté aux conditions globales changeantes et au discours de la compétitivité, il est perçu comme modèle attractif pour des régions rurales qui font face aux dynamiques de mondialisation par les organismes conventionnels de la coopération et dans la recherche sur le développement régional. Mais l'approche territoriale du développement sert aussi bien l'idéologie dominante que celle, alternative, du post-développement. L'article montre que la notion de territoire est mobilisée de manière accrue par les mouvements sociaux afin de défendre des projets communautaires alternatifs, en dehors des sentiers conventionnels du développement. L'analyse du sens attribué par les différents acteurs du développement à la notion de territoire permet ainsi de révéler une variété de développements possibles pour les régions rurales des Suds, allant au delà de l'idéologie dominante de la modernisation.

Der vorliegende Artikel behandelt das zunehmende Interesse an der territorialen Dimension ländlicher Entwicklung im globalen Süden. Das Konzept territorialer Entwicklung greift den Ansatz der Entwicklung 'von unten' der späten 1970er Jahre auf und wird
um alternative Lebensprojekte abseits des (Modernisierungs)Entwicklungspfades zu verteidigen. Die Analyse der Bedeutung und des Sinnes
in der konventionellen Entwicklungspraxis und -forschung derzeit als attraktives Modell für ländliche Regionen innerhalb Globaliserungsdynamiken angesehen. Doch der territoriale Ansatz dient sowohl der dominanten Entwicklungs- als auch alternativer postdevelopment-Ideologie. Es wird aufgezeigt
dass der Begriff Territorium vermehrt von sozialen Bewegungen mobilisiert wird
eine Mehrzahl von möglichen Entwicklungswegen - auch jenseits der dominanten Modernisierungsideologie - für ländliche Regionen des Globalen Südens zu erkennen.
