La mesure des fraudes électorales : difficultés méthodologiques et enjeux politiques

Abstract : "Counting electoral frauds seems difficult because of their own characteristics and of the conditions of their publicity but also because of the complexity of a quantitative analysis of electoral « anomalies ». Quantitative approches of these practices are rare and their results fragile. However, many political actors suggest estimations of the level and of the evolutions of electoral frauds. The main stake is then to make a diagnosis for democracy, that is supposed being healthier as frauds appear less frequently. The aim is over all to enforce political strategies of legitimation or disqualification. These valuations give finally less informations on the phenomenon itself than on the actors who pretend to measure it."
