Accompany the mutation of an industrial city into sustainable industrial city: engineering of the territorial prospective to strengthen citizen and institutional empowerment.

This paper aims to present a methodology for workshops for territorial prospective in the town of hawkesbury, Ontario, Canada. The worshops were destined for a community of citizens and institutional actors concerned to redirect urban development of an industrial city towards sustainable forms (Consortium Université du Québec en Outaouais, Cégep del'Outaouais, cooperative l'enclume, March 2012 - June 2013). It will explain the ground and institutional issues of the approach of foresight for urban planning and sustainable development of the city of Hawkesbury. It will demonstrate the relevance of a hybridization of the expert knowledge and laymen as a vehicle of empowerment. It will explain the terms of valorisation of the work in workshops in documents framework for a new form of strategic planning for end to increase the capacity for institutional and civic action in the regional regulatory context. The structural geo analysis grid allowed here to question the paradigm of sustainable development associated with a territorialization of public decision in an urban geographical space voltage on utility and aesthetic of its landscape uses.
