Accompany the mutation of an industrial city into sustainable industrial city: engineering of the territorial prospective to strengthen citizen and institutional empowerment.

Résumé

This paper aims to present a methodology for workshops for territorial prospective in the town of hawkesbury, Ontario, Canada. The worshops were destined for a community of citizens and institutional actors concerned to redirect urban development of an industrial city towards sustainable forms (Consortium Université du Québec en Outaouais, Cégep del'Outaouais, cooperative l'enclume, March 2012 - June 2013). It will explain the ground and institutional issues of the approach of foresight for urban planning and sustainable development of the city of Hawkesbury. It will demonstrate the relevance of a hybridization of the expert knowledge and laymen as a vehicle of empowerment. It will explain the terms of valorisation of the work in workshops in documents framework for a new form of strategic planning for end to increase the capacity for institutional and civic action in the regional regulatory context. The structural geo analysis grid allowed here to question the paradigm of sustainable development associated with a territorialization of public decision in an urban geographical space voltage on utility and aesthetic of its landscape uses. Question processing of a registered territory of long-standing capacity in an industrial tradition of occupation of space therefore necessitated the realization of an expert diagnosis of the spatial dynamics involved to guide a likely field of innovations to encourage. However, at this stage of the probable, the elect of the city of the town of Hawkesbury wished not to limit the prospective research approach of experts and were required to work a representative panel of the Hawkesbury community after the manner of the expert study. In order to overcome four criticisms raised by sponsors destined for research - action: the low take-up of research results when they are presented in the form of a search report and an oral presentation of the results. The limits of participatory democracy when it opposed the vision expert and profane.The lack of transfer of analysis grids that allow a community to move beyond factual to enter the conceptual field needed to change and action. Lack of methodological recommendations to facilitate the transition to the action and give a real ' actors' status to participants in participatory approaches.It is at this point that an expert study associated with the implementation of training workshops to prospective reflection finds its relevance: there can't be any change without a discovery process and learning the issues of urban development by the future actors of territorial innovation.
