Intégrer les campagnes bulgares et roumaines : le défi de leur différence

The integration of Bulgarian an Romanian rural areas : the challenge of their differences.- With the accession of Bulgaria and Romania, rural areas characterized by a dualistic farming structure, high agrarian pressure, low productivity and extremely low alternative incomes have been brought into the European Union's Common Agricultural Policy framework. This article makes the hypothesis that the need to change these rural areas cannot be thought of as a rapid catch-up process to bring them into line with their counterparts in Western Europe. The study describes their specific features over the evolution of their agrarian history at national and regional levels. The purpose of this analysis is focused on the implications and risks of an agrarian policy moulded on their needs, but based on instruments that have been used in very different Western European contexts.
Avec l'élargissement à la Bulgarie et à la Roumanie, l'Union européenne a fait entrer au sein de la politique agricole commune des campagnes caractérisées par le dualisme de leurs structures agricoles, des charges agraires fortes, des résultats productifs très médiocres et la faiblesse des revenus alternatifs. L'article pose ici l'hypothèse que la nécessaire transformation de ces campagnes ne saurait se penser en termes de rattrapage. Il s'attache à décrire leurs traits spécifiques, aux niveaux nationaux et régionaux et dans la durée de leurs histoires agraires, pour mieux analyser les enjeux et les difficultés d'une politique agricole qui soit ajustée à leurs défis, à partir d'outils forgés dans des contextes ouest-européens très différents.
