Les théories de la politique budgétaire : du régime de domination monétaire à la crise des dettes souveraines

Abstract : The purpose of this thesis is to analyze the trajectory and the issues of the contemporary theory of fiscal policy. For this purpose, it distinguishes two periods: - one from the 1970s to 2007, characterized by the rehabilitation, against the Keynesian economy, of budget neutrality ; - the other, by the resurgence of the public expenditure efficiency assumption following the 2008 financial crisis. The central proposition is to show that the status of fiscal policy is built in the wake of the "science of monetary policy" inaugurated by the new classical school and reformulated by the new synthesis. The central principle of budgetary discipline is, in fact, derived entirely from the primacy conferred on the primary objective of price stability. The use of fiscal policy to counteract real and monetary effects, in turn, underlines the fact that in times of crisis discretionary measures take precedence over the rules. The consecration of austerity in response to public debt crises reveals that it is only an episode.
