La dimension spatiale de l'État au Liban. Une analyse à partir des politiques publiques de l'eau potable et de l'assainissement

Abstract : Lebanon is often perceived as a weak state and public action is generally approached from the perspective of its failures, according to a normative vision of the State and its spatiality. My research aims to mobilize the tools of geography to take a new look at the Lebanese State, by questioning the spatial dimension of its construction but also its territorial transformations in the contemporary period. I adress this subject through the analysis of water and wastewater public policies. More specifically, I focus on a water sector reform undertaken in Lebanon since 2000, and its disputed implementation. Its purpose is to reorganize the sector's institutional and territorial structure based on the paradigms of "good governance" and "sustainable development", which have become global standards for water policies. Such an entry allows me not to take the weakness of the State for granted and its territoriality as an objective never achieved, but rather to grasp the construction of a specific State spatiality, the result of the slow construction of the water and sanitation services, as well as the transcription of global models in the Lebanese institutional and political context. To this end, I have sought to understand the place and role of public actors in territorial production at different scales, but also their interactions with omnipresent international development actors, as well as with political forces, which both constitute and challenge the State.
