La prison chevillée au corps. Pour une approche géographique du placement sous surveillance électronique

Abstract : Inspired by American and Canadian examples, the French electronic monitoring program was initiated in 2000 and, since then, represents one of the main alternatives to detention in France. Thus, it is usually conceived as the best solution to prison overcrowding and recidivism because the convict is reintegrated into society as he/she serves his/her sentence. However, electronic monitoring remains a spatial way to punish convicts: they are compelled to remain at home during certain time slots of the day and, therefore, experience at the same time home confinement and the restriction of their mobility. Such a spatial control is undertaken through the use of a technical device which monitors the convict’s entries into and exits from his dwelling, thus bringing him to internalize the surveillance performed by the institution as in Michel Foucault’s analysis of the Panopticon. Drawing from a non-participant observation in two probation services and semi-structured interviews with monitored convicts, judges and probation counselors, this thesis questions how such a spatial control is enforced. It shows in particular that the feeling of confinement is not only experienced by the convicts through the monitoring of their whereabouts by the surveillance technology; it is also the result of the technical et judicial discourses that surround the convicts during the sentence and materialize the link between electronic monitoring and detention.
