Abstract : This thesis deals with policies aimed at bridging the installation of broadband networks and mobile telephony in the territories depopulated. Policy-oriented spatial planning and information technology and communication, it shows how governments from 1997 to 2005 adjusted advances in telecommunications technology to the political concerns of their time. We analyze the role of communications in the organization and demonstrate how the communications resources in a development project has become the purpose of policy. The gap between rhetoric on the information society and the practices of setting up electronic networks shows how the State has increased tenfold its promises social ads to involve communities on the subject. The use of network concept helps to confuse a technical change with a territorial change.
