How to make the heritage of a metropolitan periphery 'open to all': the park of PortoTraiano at Fiumicino (Rome)

Public spaces which have a value from a cutural heritage point of view are torn between on one hand the necessity of protecting and preserving this heritage, and, on the other hand, the possibilities of economic valorizationincrease in the flow of tourists-, but also social-enhanced access to culture-and urban valorization-urban regeneration, territory-based marketing… On the basis of the case of the Porto Traiano park, located in the Roman suburb of Fiumicino, this paper analyses the 'publicisation' process (the process of opening to the public) of such spaces, from a public policy perspective. The complexity of this operation of opening an archeological park to the general public, and the difficulties which it has encountered, are related to the mutation of the economy of the cultural heritage (relationships between State and local authorities and between public/ private/ associative stakeholders), to the conflicts connected with the projects for the extension of the Fiumicino international airport, and to the metropolitan Roman context.
Les espaces publics de dimension patrimoniale sont pris entre d’un côté des obligations de protection et de conservation du patrimoine et de l’autre des enjeux de valorisation économique – fréquentation touristique -, sociale – accès à la culture - et urbaine – requalification urbaine, marketing territorial… À travers le cas du parc de Porto Traiano, situé dans la banlieue de Rome à Fiumicino, cet article interroge le processus de « publicisation » de ces espaces sous l’angle des politiques publiques. La complexité de l’opération en cours d’ouverture au public d’un parc archéologique et les difficultés qu’elle rencontre renvoient à la fois aux mutations de l’économie du patrimoine (rapports entre État et pouvoir local, entre acteurs publics/privés/associatifs), aux conflits liés aux projets d’agrandissement de l’aéroport international de Fiumicino et au contexte métropolitain romain.
