Évaluation du dispositif garantie jeunes : quels effets sur le développement de compétences non académiques des bénéficiaires ?

Abstract : Since its generalization in January 2017, the Garantie jeunes system has been intensively accompanying young NEETs towards employment or training. While several evaluations have been conducted on this scheme, this article seeks to measure the effects of the GJ scheme on training or professional integration but also on the development of non-academic skills by beneficiaries. Our research is part of a CIFRE agreement with the Mission locale Nevers Sud-Nivernais. Using a qualitative longitudinal method, we collected a total of fifty-five semi-structured interviews with beneficiaries of the support program. These interviews were supplemented by about twenty days of direct and participant observation during group workshops. Thus, our analysis is part of a sociological approach and aims to understand the paths and aspirations of young people after one year of support. Our main results show that the professional and social integration of our respondents improved at the end of the program, but that this aspect must be qualified. Indeed, our research has allowed us to identify young people for whom the GJ is a transitional stage, a springboard, but also young people for whom it does not allow them to improve their initial socio-professional situation, even if in all cases, the young people have developed soft skills.
