Que veut-on dire par « démocratie »? L’essence, la démocratie et la justice constitutionnelle

Abstract : What is the meaning of "democracy"?In a recent article, Dominique Rousseau takes the view that the inception and strengthening of constitutional review has brought about a change in the meaning of democracy : a more democratic « constitutional democracy » has taken the place of an « electoral democracy ». the present article aims at refuting this view, that can only be held on the basis of a misconception about the meaning of democracy. It is impossible to agree on the meaning of democracy. Yet democracy is a reality and bears a meaning which can be identified on the light of practice. Not every phenomenon can be called a democracy.
