Politiques de l'urgence et bricolages humanitaires : genèse des "centres d'accueil et d'orientation" dans la crise calaisienne

Abstract : "“Reception and orientation centres” are migrant accommodation centres created in 2015 in order to reduce the shantytown known as the “Jungle” of Calais, by offering shelter on a voluntary basis. Initially conceived as temporary and targeted for a limited critical situation, this type of accommodation has resulted in the opening of more than 200 sites in different locations in France, which were used to disperse the inhabitants of the Calais camp during its evacuation. Tracing the genesis of these centres constitutes an opportunity to examine the implementation of ad hoc policies, as a matter of urgency, and their subsequent integration into a national policy for the territorial distribution of asylum seekers. The creation of this policy, at the junction of public order and humanitarian issues, sheds light on the effects of temporalities on public action and on the practices of institutional actors. "
