De la migration circulaire à la canalisation des mobilités : une réflexion sur l’utilitarisme migratoire contemporain à partir de l’étude comparée des contrats OFII (France) et des contratos en origen (Espagne)

Abstract : Based on our theses on the temporary mobilization of Moroccan workers in France and Spain, this article offers a cross-referenced look at two experiences of the same utilitarian model of migrant labour force management. We first define what a temporary migration programme is and briefly review the history of this scheme and its expansion on a global scale. We then focus on the concepts created to promote and disseminate it and analyze the gap between liberal discourse and control practice. Finally, based on our two case studies, we show how workers' family relations are mobilized to ensure their channelling between the country of origin and the country of work. We describe how this articulation modulates differently according to the gender of the workers and how it erodes over time.
