Esmeraldas, un territoire urbain entre risques et ressources pétrolières

Abstract : In Esmeraldas (Ecuador), the infrastructures related with oil activities transform the urban fabric and the pre-existing risks at the same time. Meanwhile, oil income redistribution as well as existing risk prevention policies do not curb the prevailing trends towards disasters in the making. Prevention policies are still framed according to specific hazards types and highly segmented, driven by specific institutional stakeholders. The national and international contexts are presented, as they help to understand the high degree of fragmentation between actors in such a strategic area. Based on a territorial approach, the paper presents solutions that might contribute to improve a situation the national and local stakeholders are conscious of.
