Une institutionnalisation sans professionnalisation ? L’espace interstitiel de la communication gouvernementale en RFA

Abstract : From 1949, the Adenauer government has a government communication service. In fact, a State apparatus has been built and institutionalized since 1918. This practice was built through a long process of institutionalization of the government’s symbolic policy. This paper is based on an analysis of the trajectories of the actors of the post-war German governmental communication. Although it is institutionalized, the conclusions may be surprising. Looking at the careers of the actors who occupy the positions in this field, everything suggests the incomplete professionalization of the actors in this field. No occupational group seems to have its own recruitment, exit and maintenance mechanisms, or even to maintain activity.
