Le financement des réformes éducatives

Abstract : Funding is often seen as secondary in the design and implementation of education reforms. Sometimes it is the funding of education itself that is the subject of reform, by reallocating some of the financial burden between public authorities and private actors, companies or families, or by establishing new avenues for funding schools. The main difficulty with education reforms is estimating the funding required, and sticking to it. Taking into account the cost of reforms in defining political priorities means being able to measure the effects and to compare them. These constraints contribute to making it difficult to judge the failure or success of education reforms.
