Chapitre 1 La musique pour s'entendre ? L'accueil des migrants à Baigorri

Abstract : In the autumn of 2015, 49 migrants will be welcomed in the Basque village of Baigorri. This is a national programme, initiated by the Minister of the Interior, Bernard Cazeneuve, during his visit to Calais on October 21 2015. The measure aims to relieve congestion in the Calais jungle. It is managed by the French Office for Immigration and Integration (OFII) and consists of finding asylum for the winter. The village of Baigorri has volunteered. Migrants arrive from Calais on November 21 2015. They have left Sudan, Eritrea, Afghanistan, Kurdistan, Iraq and Iran. They have crossed seas and continents while the NGOs were counting the shipwrecks. They were welcomed there for three months. But on February 15 2016, it will be over: return to reception structures or CADA (reception centre for asylum seekers) or plunged into the paths of wandering. During all the winter months, the village and the whole region will be mobilized. A total of eighty volunteers take turns in this context. The local press echoed the miracle of welcome and the national press took up the theme: "Saint-Etienne-de-Baigorry, this Basque village that misses its migrants" (Le Point, February 17 2016). So much so that at the end of the winter, the migrants want to say thank you. They propose to organize a party. A collective dynamic is created. A festival hall is found, a title is found: it would be an intercultural festival: dances, songs and world music. This chapter is an ethnographic study of this festival on January 31, 2016. It focuses the study on the way in which musical performance modifies statuses, acts on interpersonal relations and allows us to build a completely different relationship with otherness, between Kurdish makâm and Basque aurresku: music to get along.
