Résumé
The covid-19 crisis in the first semester of 2020 makes even more apparent the institutional fragilities of the euro zone. The principles on which the Maastricht treaty relies, already under attack in the sovereign debt crisis, prove utterly inadequate. The absence of a common fiscal capacity compels the ECB once again to monetize public debts which challenges its mandate. Given this dangerous situation, this paper pleads for the setting up of an institutional capacity to emit public debt by the European commission. This option is preferable to the mutualisation of national debts (eurobonds), reinforces the European construction and sustains the international role of the euro.
La crise ouverte par le covid-19 au premier semestre 2020 rend plus évident les fragilités institutionnelles de la zone euro. Les principes sur lesquels repose le traité de Maastricht, déjà mis à mal par la crise des dettes souveraines, montrent leurs insuffisances. L'absence d'une capacité budgétaire commune oblige de nouveau la BCE à monétiser les déficits et met en cause son mandat. Face à cette situation, l'article plaide pour la mise en place d'un dispositif d'émission de dette européenne, assumé et géré par la Commission européenne. Une telle option est préférable à la mutualisation des dettes nationales, consolide la construction européenne et accroît le rôle international de l'euro.
