Analyser la participation des entreprises de sécurité et de défense dans la politique européenne de gestion des frontières par le prisme du travail politique

Abstract : This article analyses the role of the security and defence firms in the European public policies regarding the external borders control. On one side, we highlight the industrial “political work” realised by these firms. Such activities consist in a contextual framing and a representation of an “artificial” industry sector (the security industry), to establish themselves as legitimate experts in the eyes of the governmental actors. On the other side, we study the institutional political work achieved by the European Commission, which uses this “savoir-faire” from the private sector to pursue its own supranational entrepreneurship strategies while sharing a common vision of borders control with the help of technologies. In doing so, the Commission has reconfigured to its benefits the JHA institutional dynamics, at the expense of others, as the European Parliament. The latter is relatively marginalised from an emerging European field of power.
