Le Gouvernement peut-il parler d’une seule voix ? Institutionnalisation et délimitation du rôle du porte-parole du gouvernement fédéral allemand (1949-2015)

Abstract : The institutionalisation of a spokesperson office in Germany was early. It started with the creation in 1949 of a Federal press service (Bundespresseamt – BPA) headed by the government’ spokesman, having the rank of State secretary, directing the State administration in charge of the coordination of this governmental communication. The form taken by this administration, however, continues over the entire period to be debated within the bureaucratic and political field. Strained by the rules of game of the German parliamentarism, the spokesperson office has moved from being the central institution for the government’s speech toward a regulator of the balance of public communication within the government team.
