MUTATIONS ET PERMANENCES : REFORMES ET GESTION URBAINE A PEKIN A LA FIN DE LA DYNASTIE DES QING

Abstract : Changes and continuities : reforms and urban management at the end of the Qing dynasty. The xinzheng period (1901-1911) has rightly been considered as a turning point in the history of late Qing China. This presentation aims at illustrating this point through the case study of Beijing’s urban management. It will first detail how the major reforms implemented at the time resulted in a significant transformation of the traditional way the city was taken care of. The changes will be considered at the institutional level as well as from the perspectives of the state’s new spheres of competence and of its adoption of modern administrative tools. Apart from showing how the reforms were implemented, this approach will throw light on a major change of the period as far as Beijing’s management was concerned, the birth during those years of a civilian authority over the capital city of the Chinese empire. Drawing on numerous and rich archival evidence, the second part will highlight two of the main problems the reform process was confronted to. On the one hand, it will stress the financial factor, arguing that the strains the central government had to deal with in this regard never allowed for a complete implentation of the reforms as they had been conceived at first. On the other hand, it will consider the difficulties that stemmed from the fact that a large proportion of the personnel that staffed the new administrative agencies had been employed in the former ones. Both aspects do not significantly undermine the achievements of the reforms, but allow for a better understanding their implementation, stressing the role of aspects inherited from the past in the whole process.
