Attractivité et protection au regard des documents d'urbanisme et des espaces ouverts : une brève histoire des annulations du PLU d'Andernos et du SCOT du bassin d'Arcachon

Abstract : The attractiveness of the Arcachon basin is closely linked to the quality of the environment and the landscapes provided by open spaces. Their value creates a dynamic of protection, sometimes very old for the most emblematic, as well as a strong urban pressure resulting from their attractiveness. The cancellation of the urban planning documents reminds us of the urgent need for protection and places open spaces at the centre of the controversy. Seeking to understand the reasons for these cancellations leads to an interest in the different visions concerning open spaces, the issues they raise, the territorial actors involved in arbitration, and the place occupied by environmental organisations in their governance. This short history of the cancellation of urban planning documents shows that another way of thinking about the development model in the Arcachon basin seems to have begun but is still timid.
