Pratiques innovantes et utilités sociales

Abstract : Public policies are interested in social innovations because it appears in these processes new answers to aspiration and social needs. This interest calls the observation, it is not obvious to know the current social innovations. It also requests the analysis and keys for reading allow to characterize the processes. Finally it involves the collective deliberation. It is possible to technicians to prepare the evaluation of the social utility of an innovative process, but it is not possible to pronounce on an objective and universal measure. The appreciation depends on the nature of the deliberative group and on its functioning. So we prefer to use the term social utilities in the plural.
