LA NAISSANCE DU DEVOIR DE GOUVERNANCE ECONOMIQUE POUR LES VILLES

Abstract : Speaking in France about the economic governance of cities seems to contradict the law. Nevertheless, the evolution since the beginning of the 1980s, makes it possible to assert that economic policy, which to a large extent was the exclusive domain of the State, has also become a competence exercised in a large field by cities and towns. it is part of a duty of economic governance. By analogy with the birth of humans, we will show that the birth of urban economic governance is due to two parents: the "mother" is the law, following a total reversal of the regulations; the "father" is a fundamentally new environment marked by the processes of globalization, internationalization and globalization. Nevertheless, this child, as he is normal, has gone through crises of childhood and adolescence leading to some wounds that should be specified.
