Roundtable on Global Internet Governance Policy Architecture: Case studies and interdisciplinary research challenges

Résumé

This roundtable discusses emerging issues in Internet governance policy and research. Panel members introduce three topics of importance in relation to Internet policy and governance: 1) The role of new actors in Internet governance, including civil society actors, individuals participating in campaigns, and intergovernmental organizations; 2) The role of algorithmic regulation in relation to policy decision-making; 3) Challenges in inter-disciplinary analysis of regulation/governance including Internet measurement ethics. Each of these topics is interrelated but also stands alone as a significant aspect of the transformation of the Internet governance and policy space. The thematic discussion proceeds from the assumption that Internet governance now involves a range of processes including the settling of disputes and creation of norms far from enforcement practices and regulatory discussions engaged in normal ‘legitimate’ legal forums. The question then arises as to how this governance might be mapped or understood – including through ‘algorithmic regulation – and what these new actors or processes might imply for further research on Internet governance and regulation. Participants will discuss the following topics, to be further discussed in roundtables to follow. The roundtable discusses the role of new actors in Internet governance. These actors are reshaping their own identity, moving from part of government sector to a stakeholder in itself, from periphery to core of Internet governance, crafting their roles via issue/policy entrepreneurship. The roles of intergovernmental organizations and other types of actors (including Civil Society; Citizens; Technical Community; Technical artefacts) will be contrasted.
