[The concept of town and country planning was born in the 20th century from the simple observation of imbalances measured by demographic or economic indicators. The implementation of a town and country planning policy was carried out for the first time in the United Kingdom where the state was worried about the economic disparities according to the regions, and migration flows creating human imbalances. Town and country planning is therefore based on demographic as well as economic criteria. The demographic aspect is therefore an essential driver of town and country planning, even if the economic or cultural aspects should not be denied. When, after many events, town and country planning is at the top of French political agendas in the 1990s, the demographic question is again in the foreground.]
Le concept d'aménagement du territoire est né au XXe siècle du simple constat de déséquilibres mesurés par des indicateurs démographiques ou économiques. La mise en œuvre d'une politique d'aménagement du territoire s'est effectuée pour la première fois au Royaume-Uni où l'Etat s'inquiétait des disparités économiques selon les régions, et des flux migratoires créant des déséquilibres humains. L'aménagement du territoire se fonde en conséquence sur des critères démographiques autant qu'économiques. L'aspect démographique est donc un moteur essentiel de l'aménagement du territoire, même si les aspects économiques ou culturels ne doivent pas être niés. Lorsqu'après maintes péripéties, l'aménagement du territoire se retrouve en haut des agendas politiques français dans les années 1990, la question démographique est à nouveau au premier plan.
