Le partenariat interinstitutionnel : un nouvel instrument de politique éducative ? Le cas des politiques de traitement du décrochage scolaire

Abstract : Decreasing the early school leaving is one of the major concerns of the European Commission. Countries are fostered to establish partnerships, to exchange experiences and practices in order to tackle early school leaving. This paper examines the logics of partnership according to national and local contexts. It is based on two different experiments implemented in two European countries (a dropouts monitoring software, and a coaching scheme for students at risk). The dynamic of partnership depends on two things, amongst others: the level of educational decentralization and the professional cultures of the involved actors.
