Tourism as an instrument for sustainable development – a proposition from experiences of decentralized cooperation, as well as social and solidary economy

El turismo como instrumento para el desarrollo sostenible – una proposición desde las experiencias de la cooperación descentralizada y la economía social y solidaria.

The present document proposes new potentialities of tourism within the framework of new geopolitical and economic contexts, facing climate change and the growing dynamism of emerging countries. We are interested specifically in analysing the potentialities of tourism as a development instrument thanks to technological, political and economic developments in the contemporary world. These changes in tourism also involve modifications in their schemes of operation, priorities and geospatial dynamics. This evolution allows, among other things, to observe an increasingly important role of local governments regarding the development of public policies to promote tourism internationally. That is why this article is specifically interested in the potentialities of structuring agreements on tourism decentralized cooperation between local governments in Europe and local governments in emerging countries. Such agreements are proposed in a logic of reciprocity and joint strategic interest, looking always forward to these principal aspects: 1.To propose innovative tourist offers of high interest in terms of heritage and culture within a comprehensive welfare scheme beyond the tourist oversaturated routes, directed to middle and upper class tourists in emerging countries, that could be carried out in European local communities affected by the recent economic crisis; and 2.At the same time, to offer tourists of those European local communities to carry out sustainable and, preferably, social and solidarity tourism that create, thanks to such schemes of decentralized cooperation, a dynamic joint construction of projects of social and solidarity economy that contributes, among other things, to the sustainability and consolidation of cooperatives providers of tourist services and the creation of operating funds and funding programs through cooperative credits, among many other activities.
