La Chambre de commerce de Toulouse et l'organisation de la formation professionnelle en Haute-Garonne, 1919-1945

Abstract : After World War I, the Toulouse region suffered fron an important penury of qualifield labor. In order to improve this situation judged as harmful to the local economy, The Chamber of Commerce of Toulouse (CCT) took initiatives in favor of the development of professional training in the department of Haute-Garonne. This article examines the original nature of its positioning and its way of interacting with the other actors of the sector (State, municipality, trade unions and important manufacturers) over almost three decades. It tries, in particular, to understand how, from simple force of proposition in the interwar period, the CCT became, under Vichy, the true regional authority in the organization of professional training to the point that its accompliscments would be maintained after the Liberation.
