L’émergence de l’opérateur territorial de l’énergie

Abstract : The energy sector is characterized by the presence of operators which play an integrating role of various operations related to energy production and management. The objective of this paper is to stabilize the notion of energy operator and to distinguish it from energy actor. Contemporary dynamics of energy transition suggest the emergence of territorial operators capable of activating energy as a territorial resource. The construction of this territorial operator is part of a long history of territories and leads to a new multi scalar governance of rural resources.
