Abstract : Equality, continuity and adaptability. Foundations of the right of the public utilities, Rolland laws apply vigorously to the public service for electricity, where activities did not change since the advent of the « electricity fairy ». It is always about producing, transporting, distributing and supplying electricity, respecting the general interest. Nevertheless, the legal framework applicable to these activities is under a dramatic transition, stemming from the will of the European Union to create a single market for electricity. These changes incrementally drive to a shift of the public utility, basically socially oriented, to more and more demanding and diversified economic objectives. At the same time, another revolution is underway - consideration of environmental protection. This recent legal development is highly disputed by those whose activities are impacted. The public utility for electricity and the implied right to electricity are not spared, and will continue nevertheless, to be different from the right to environmental protection for the foreseeable future. In such a context, integrating environmental protection is difficult, in spite of its strong social dimension potentially restoring the « French-style » public utility, its « lettre de noblesse ». From then on, the integration of environment has to go through deep transformations of the liberalized public utility for electricity.
