The Stasi and the Peaceful Revolution of the German Democratic Republic in 1989

The goal of this article is to analyse East Germany’s 1989 ‘Peaceful Revolution’ by emphasising this movement’s open and uncertain character. Using the archives of the East German political police, this article argues that the abrupt collapse of the German Democratic Republic (GDR) and the Communist regime was caused less by the actions of a powerful opposition movement, than by the political regime’s (in)ability to react. Violence appeared to be a serious option until the fall of 1989 ; by the time they had to act, however, the members of the Sozialistische Einheitspartei Deutschlands (SED - Socialist Unity Party) politburo no longer considered violence a legitimate means. As a consequence, the Stasi was rendered powerless and made the peaceful revolution possible.
Le but de cet article est d’analyser la « Révolution pacifique » en République démocratique allemande (RDA) à l’automne 1989 en lui restituant son caractère ouvert et incertain. En s’appuyant principalement sur les archives de la police politique est-allemande, nous cherchons à montrer que l’effondrement inattendu du régime communiste de la RDA s’expliquait moins par la puissance du mouvement d’opposition que par la capacité d’agir, ou non, des détenteurs du pouvoir. La violence a été une option plus sérieuse jusqu’à l’automne 1989 mais, au moment de passer à l’acte, elle n’était plus considérée comme un moyen légitime par les membres du bureau politique du Sozialistische Einheitspartei Deutschlands (SED), ce qui rendit la Stasi impuissante et l’événement révolutionnaire possible.
