Une révolution urbaine en Egypte ?

This chapter examines the impact of changing urban planning policies in Egypt. It attempts to describe the threefold crisis that Egyptian cities experienced between 2011 and 2014, characterized by considerable political inertia, procrastination toward development projects and the territorialization of conflict. The chapter also focuses on the new forms of informal urbanization during this transition period. Encouraged by the drop in police checks and the boom in the informal economy in 2011, the strong growth of self-built neighborhoods in poor areas is a socio- demographic reality that the new authorities are struggling to understand. Drawing on interviews with a number of urban actors, the chapter shows that the emergence of new forums for debate on urban planning in Cairo and Alexandria in particular, the proliferation of urban activists in a civil society in transition, as well as efforts by institutions of higher education to adapt the provision of training in the field of architecture, are catalysts for new initiatives in a rapidly changing Egypt.

L'article examine les conséquences des changements politiques sur l'urbanisation en Egypte. Il s'attache à décrire la triple crise dans laquelle ont été plongées les villes égyptiennes entre 2011 et 2014, caractérisée par une forte inertie politique, l'atermoiement des projets de développement et la territorialisation des affrontements. Dans le même temps, l'article s'intéresse aux formes renouvelées de l'urbanisation informelle au cours de cette période de transition. Encouragée par la baisse des contrôles policiers et le boom de l'économie informelle dès 2011, la forte croissance des quartiers populaires auto-construits constitue une réalité socio-démographique que les nouveaux pouvoirs ont du mal à appréhender. Enfin, à partir d'entretiens réalisés avec un certain nombre d'acteurs urbains, l'article montre que l’émergence de nouveaux lieux de débat sur l'urbanisme, au Caire et à Alexandrie notamment, la prolifération des militants de la cause urbaine issus d’une société civile en recomposition, ainsi que les efforts fournis par les universitaires pour changer l’offre de formation en architecture, sont autant de catalyseurs de nouvelles initiatives dans une Égypte en plein bouleversement.
