La métropole dans les réformes territoriales françaises

Abstract : In recent years, France deeply reforms its territory to get to competitive level of its European partners. Following numerous reports and studies, she ended up creating "Metropoles" by the law of 16th December 2010 amended by the law called MAPTAM (Modernisation of territorial public action and affirmation of the metropolis) of 27th January 2014. If this reform strengthens the major French cities, it is still conducted under Central control and ultimately seems rather limited. Except for Lyon, those Metropoles will remain as public establishments of intercommunal cooperation. This conference examines the historical and legal context of the reform, and presents institutions and skills of these new métropoles and special cases recognized by the legislature. It was pronounced in the seminar "The Metropolis" of the research center Rights, Contracts, Territories of University Lumière Lyon 2, of 7 November 2013. The law of 27 January 2014 was not yet formally adopted, but its final text remains consistent with about that communication.
