The royal administration “Eaux et Forêts” was created by Philip IV the Fair during the Fourteenth Century. While it was mainly dedicated to forest conservation, it also had a civil and criminal jurisdiction on the aquifer. During the Seventeenth Century a major reform was implemented in order to strengthen and clarify the respective authority of the various forestry departments—called grandes maîtrises des Eaux et Forêts. This reform was known as the Great Reformation and part of its archives concerned the water jurisdiction. The main reformer, Louis de Froidour, established numerous regulations to: - clear river beds (with the aim of facilitating the supply of cities through watercourses); - protect fish resources from overfishing in the ponds of the Lower Languedoc area; These regulations were designed both to protect populations and to allow a good and healthy exploitation of the resources, thus behaving like good fathers—“en bons pères de famille.”

L'institution des Eaux et Forêts est une administration royale créée au XIVe siècle par Philippe IV le Bel. Elle est essentiellement vouée à la conservation des forêts mais exerce aussi une juridiction civile et criminelle sur la ressource aquifère. Au cours du XVIIe siècle, une importante réforme eut lieu, afin de renforcer et de clarifier l'autorité de chaque département forestier - ou grandes maîtrises des Eaux et Forêts. Cette réforme est connue sous le nom de la Grande Réformation et une partie de ses archives concerne la juridiction de l'eau. Le principal réformateur, Louis de Froidour, établit de nombreux règlements afin de : - dégager le lit des rivières (et ainsi favoriser l'approvisionnement des villes par les cours d'eaux) ; - protéger les ressources halieutiques de la surpêche dans les étangs du Bas-Languedoc ; Ces règlements visaient tant à protéger les populations qu’à permettre une bonne et saine exploitation des ressources, en "bons pères de familles".
