Our objective is to exhibit the design and start up of a participative global assessment system applied to the specific case of the District V Integral Plan of Huelva city. Participatory global assessment implies the application of participatory approach to the whole assessed process, from the starting diagnosis of the Plan to every projects and actions involved in it. The innovative element within this work is the creation of an assessment system integrated in the Plan structure and the work dynamic of every element involved in it.
