Agendas de Ordenamiento Ambiental. Priorización de acciones y dimensionalización de indicadores desde contextos y criterios locales.

Abstract : The proposal of revising linked questions to the role of the university in the territorial politics, to its commitments for an associated management and to its responsibilities for the construction and application of the information in the city councils of its area of influence has impulsed the formulation of two research projects. The first one is: "INVESTIGATION AND TERRITORIAL DEVELOPMENT (2ND stage).Construction of ordering environmental agendas from multiple principles". The other one is: "INDICATORS OF ENVIRONMENTAL SUSTAINABILTY. Contents of application and philosophic budget". The formulation of the projects is derived from the conclusion of the first stage of the assignment in which some problems have been detected. During this process some diagnostics have been made. These civic problems are related to disordered of the urban local wefts, the subutilization of agrarian or rural areas, endowment shortcomings and services maintenance and communal equipments, contamination of subterraneous and superficial water because of the spill and the presence of high levels of arsenic. As a consequence there is a need of a territorial management that evaluates the size of the spatial - environmental problems so it can form a public agendas derived from the accord among citizens, scientists and politicians. This combined task allows for the denotation of the preferences, demands and needs about the steps to follow and order the local territories in a sustainable way. The aim is to regularize an extended methodological procedure which includes particular contexts, reducing the scientific unilateral and the measurement of the territorial problems and in the establishment of the sizes sustainability indicators. As regards the magnitudes of the indicators, it is important to consider the relevance, specifity, sensitivity and contexts that demand an interpretation and an extended appreciation because the variable measurements including the ones which are standardized from the legal rules are just a representation. Interpretate the value of the changeable manifestation of multiple decisions implies to consider different standards to generate a methodological process that helps to build up solid environmental policies. It is also true that a social decision involves traction between values and interests from different groups and communities. The space-time appraisals could establish struggles among and within the organizations taking into account the way to solve these conflicts. The answer is not related to the technical or methodological approach because the aim is to focus on the philosophic reflection in order to get new strategies from the professedly opposed principles of: Jürgen Habermas and Michel Foucault.
