Criterios básicos para proyectar políticas de gestión metropolitana. Caso Paraná y su región

Abstract : The purpose of this paper is to study, from the epochal tensions that show shown by globalization, the development of the metropolis of Paraná city, and at first time identify the socio-spacial process in which both the State and the Market work as main and excluding social actors in an issue of institutional origin, mainly evident in two conditions: 1. The jurisdictional fragmentation of the urban expanded area, 2. The State ignorance about the city space, as an regionalized and continuous area. It is primarily a conceptual search that aims to argue in favour of a future intervention on the town layout of the capital of the Province of Entre Rios and its three neighbouring municipalities as urban space - territorial. This conceived as an spacial area constituted on a systemic basis of economic- spatial concentration and simultaneous and uninterrupted process of segregation and dispersion social - territorial. In that order, the paper will begin to clear the concepts that connote the territorial transformation processes, which with an extraordinary significance are displayed within the metropolisation. Thus, addressing four ideas that initiate elementary analytical course which includes:  The process of metropolisation of Paraná city,  The territorial land "invisibility" of the State on urban and regional metropolisation development,  The institutional fragmentation of the metropolis and its real and factual consequences,  Both the logics and the social actors closely interwoven in the territory. Four ideas inferred from the sustained process of global and local changes, occurred in the last decades, changes that are present across the mid-level cities of Argentina and show a very complex socio-spacial tensions that critically affect the urban and regional development and, therefore, the future of the territories and its all communities and public institutions. In this context, the accelerating pace of urbanization that latin american conglomerates endure, plus the expanding territorial processes of indiscriminate land market, fragmentation, social segregation and environmental unsustainability create the academy need to dismantle a market and State discourse that pretends not to notice the critical and hitherto/unprecedented expansion and diffusion of urban paths that are trying to be unveiled. To conclude, trough these basic concepts, this work pretends to identify the processes that make the social-spacial complexity of a metropolis area that is urged by a development speed that is still unknown.
