Abstract : In the context of climate change and energy diversification, the government of Quebec has made the strategic decision to start producing wind energy. This renewable resource has been very successful in Europe, and each year more and more wind power is produced in a number of countries, because it uses efficient technology that gives it a competitive production cost. New research in this field contributes to its growth. This is why we have decided to conduct a study that will develop a case for wind power from a knowledge base that takes into account the stakeholders involved and their values in wind-power projects. This knowledge base must include both local know-how and scientific and expert knowledge. This will allow wind power to be managed cooperatively and will help establish effective methods for implementing wind-power projects in a host community. Sustainable development must be kept in mind. In order to accomplish this, the study has three specific objectives: 1. Develop a conventional decision analysis tool and a multi-criteria decision analysis tool (MCDA) accompanied by a Geographic Information System (GIS); 2. Test the tool using a case study (simulation); and 3. Analyze the strengths, weaknesses, opportunities, and threats of the tool (SWOT analysis). We are conducting exploratory research, so there is no starting hypothesis. For the MCDA, we identified the stakeholders involved by analyzing public documents. Next, we selected parties who are represented in BAPE hearings, with the goal of restricting participation. After meeting with stakeholders, we defined scenarios and chose criteria and gauges. At a general meeting, essential for analyzing scenario classification, we negotiated with all stakeholders, who each had their turn to speak. GIS technology was used to decide on a solution for managing the territory where the wind-energy resource is situated. The SWOT analysis helped to identify the points to review in order to improve the tool we developed. These steps form a method that could be used in other situations with different perspectives. In this report, we present the results of developing the GIS-MCDA tool and applying it to a specific wind-power-project case study.
