Nouveaux territoires participant à un système d'échange d'empreinte écologique.

Abstract : The main topic of this presentation is a macroeconomic system using exchangeable ecological-footprint and biocapacity quotas. Since sustainable development has become a clichéd expression, we need to imagine new concepts in order to inspire change. The economic system is the only system that is shared by all human beings. A large set of local characteristics can be integrated into any system to modify our society without a violent revolution. Given this opportunity, a potential solution would be to partially modify the economic system to bring it in line with society's new values and respond to new world issues. The proposed system changes the nature of economic competition, modifies production- and consumption-based competition, and balances itself by favouring efficiency over productivity. The method involves giving an economic operation an extrinsic value based on its ecological footprint and its localization within a defined regional biocapacity. This system would not dramatically alter the current economic system, but it represents a step towards reinstating balance in society. It takes many variables into account while maintaining optimization aspects of the existing system. This approach is a compromise between the two main interpretations of sustainable development, because it proposes using market forces where financial resources are intensively exchanged. The system is still under development, but we can already state that calculations of ecological footprint and biocapacity need to be standardized. The borders of new geographical entities will have to be defined in order to reify participants to the system, and all regions of the world will have to participate in system governance so that the power of the world market can be used to establish and stimulate the system.
