De l'aménagement du territoire au développement territorial : quelle transition et quelle articulation ?

Abstract : Regional disparities in Morocco can be explained by the contrasts and diversity in the Moroccan territory, but also by Morocco's colonial heritage, which has divided the national territory into "useful Morocco" and "useless Morocco." After independence, the failure of certain public policy choices and the absence of any real coordination among the various parties sanctioned, or even emphasized, these territorial inequalities. Today, Morocco is at a crossroads: globalization and the globalization of trade are forcing it to put its territory in order by making its cities and regions more competitive. Our country is experiencing transition of all kinds: demographic, economic, social, political, and territorial. Nevertheless, planning and sustainable development in the national territory are still secondary to both structural constraints related to geography and history and the need to implement an adequate model of good territorial governance.
