L'intelligence territoriale face aux exigences du développement durable : Exemples marocains et brésiliens

Abstract : In this article, we try to answer a few questions. How are ordinary citizens invited to participate in territorial development? How can the obligation to be competitive and the need to be sustainable be reconciled? What roles do local sustainability and competitiveness have in the international economic system, where economic activity is distributed around the world? In other words, how can the local level maintain a vital role in international and economic approaches to sustainable development? First, we will define the concepts of development, the local and/or territorial development. We will also define sustainable development and highlight the ambiguities and limitations in the way it is currently refered to. Second, it is impossible to ignore the current economic crisis, or financial crisis, which means we must consider the crisis of the beginning of the 1980s that had led to a reprisal of the Keynesian paradigm, which made consumption (or aggregate expenditure) the key to the working of the economic system that dominated in the Western industrialized world. The social experiments that resulted from this time period are becoming relevant again. These experiments fit in with the discourse of ecologists and other environmentalists and supporters of local autonomy (self-reliance), who are calling attention to the need for a new paradigm that could be the new foundation of the economic system.
