The implementation of Special Zones of Social Interest in the city of Mata de São João, Bahia, Brazil

Abstract : The ZEIS Special Zones of Social Interest, are an instrument of urban and housing policy, created in 1980, whose goal is to improve the infrastructure and secure land tenure to residents of areas of spontaneous urbanization. Is a special type of zoning that seeks to reverse the expulsion of populations of low-income areas to the cities with low level of urbanity, meantime the area provided infrastructure are commonly appropriate for projects of higher income classes, where legal means of valuing land are used. In order to avoid this trend, Mata de Sao Joao city in the Metropolitan Region of Salvador (MRS), State of Bahia, recently, experienced an intense process of conducting studies to identify in their urban cores, considering the existence and amount of land already occupied features or not the Special Zones of Social Interest (ZEIS): empty, public or private urbanized areas suitable for social housing empty, public or private urbanized areas suitable for social housing, housing supply by the public sector and the private sector, urban infrastructure, areas environmentally vulnerable, among other information. These analyzes served to support the implementation of Special Zones of Social Interest (ZEIS) in the city, in a process of positive results, especially when compared with similar processes in large cities. This article purpose to identify some of the factors that have induced these positive results, in the town of Mata de Sao Joao and, what are the challenges and advantages that could be observed in the process.
