Prospects of territorial intelligence tool Catalyse according to governance

Abstract : Catalysis method has been developed since 1989 as a scientific tool for territorial intelligence and governance. It is currently undergoing major adjustments that are presented in this paper. Catalysis was immediately concerted as a tool for territorial stakeholders' cooperation and citizen participation in local initiatives . It allows a stakeholder partnership to confront the needs of a given population with resource inventory and indicators of a territory as to predict and assess the evolution of these elements. It mobilized for this purpose a set of basic project management and and evaluation techniques, survey processing , data analysis and spatial information. It includes tools for actors to use in a software platform available online . This platform has constantly evolved to keep the development of information technology and communication . Different versions have been developed that are not always interoperable. To guide this development activity modeling was born in 2006 in the framework of the European caENTI program. It has worked on the creation of questionnaires , response collection and their analysis in a cooperative and participatory environment. Version 2 of Catalysis developed from 2009 in INTI took into account the initial results of this modeling. A new version aims to better integrate the uses of actors, collaboration , co-construction at all stages of a project and further data sharing, while benefiting from the latest technological innovations. We present in this communication the governance context in which the catalysis method was developed on the basis of concrete initiatives. We then set out the specifications of this new version, the state and prospects of modeling , including research conducted to enhance the integration of data analysis and spatial representation . We conclude on the interest of the scientific modeling of observation methods for territorial governance.
